Because Haiti is a country near total collapse, a country in a state of humanitarian catastrophe, a country close to our own, a country we have invaded and later frequently intervened in its domestic affairs, and a country whose despairing refugees we have deported, desperate refugees who trekked to our border all the way from Brazil and Chile.
